Does this stack with cold mastery? I'm not sure what the level requirements for this runeword are, but I might want to try it out on a cold sorceress when I level one again.

this should work like a rbf does, so simply add up with cold mastery. not worth it imo, a plain spirit will help way more

Exactly. It is almost equal to 5 points in cold mastery (which is -25%).

Isn't it quite expensive to repair, though?

Why is everyone always worried about repair cost? It seems like i can't gamble fast enough before my sorceress is full up on gold again.

I wouldn't think so, it's generally spell mods and/or superior bases that incur massive repair costs. VoR doesn't add any bonuses to any particular skills, so it wouldn't make much sense to stick it in a scepter. Most of the VoR I've seen are made in phase blades (for maximizing FO proc'ing) so that eliminates repair considerations entirely.
