Staffmod question for Sorc

Is it possible for a tier 1 skill and a tier 3 skill to spawn on the same item? I.E +x Fire bolt and +x Fireball

The second paragraph (starting with a big T) has a table that tells you which tiers can spawn at what level. It shows that Fireball and Firebolt can spawn together on ilvl 12 to ilvl 24 staffs. (Same for any other tier 1 and tier 3 skills.
