Best way for getting a high count teleport charge staff (and 20 fc)

Afaik the highest number of charges (52?) can only be gotten by Baal hell with the 20 fcr on it too.

So what would be the fastest way to get such a staff?

Make a 0% mf char and qbug baal in a tcp/ip game
or make a high mf char in a singleplayer game

Lvl req of the staff must be as low as possible as well, but at the maximum lvl 30

Highest lvl of Teleport charges = ilvl96+, so yes, only Baal can drop it...

You could also try imbueing normal/exceptional (so rlvl<30) staves with lvl92+ characters...

For both, the challenge will be to get both Teleport charges and 20FCR without spawning affixes that are rlvl31+

If it wasn't for the rlvl<31 requirement, by far the easiest way would be for a level 94+ character to buy normal/exceptional magic staff from Akara/Drognan/Ormus/Jamella/Malah (ilvl99), and either Caster or Hit Power craft it... it will have ilvl96, so can get highest lvl of Teleport charges, but minimum rlvl would be 46 (rlvl of Teleport charges = 24, +10 (craft) +12 (ilvl>70 craft = 4 affixes * +3 rlvl each)
